Diplomatic Progress in Switzerland
Recent technical discussions involving Iran, the United States, and intermediary parties in Switzerland have reportedly reached a successful conclusion. These talks are considered a crucial step toward advancing negotiations aimed at de-escalating the more than 100-day conflict between the two nations.
Kazem Gharibabadi, Iran's Deputy Foreign Minister and the head of its technical negotiating team, confirmed that the four-party discussions culminated in an agreement on the structure for future negotiations. This framework includes details regarding the formation of working groups and mechanisms for implementation, as reported by Iran's official IRNA news agency.
Framework for Future Engagements
Gharibabadi highlighted that these technical discussions followed a high-level committee meeting held recently. That meeting was convened to monitor the progress of the Islamabad Memorandum of Understanding, a foundational agreement signed virtually by the US and Iranian presidents on June 17, which aims to bring an end to the ongoing conflict. "Technical discussions were held to determine the implementation mechanisms of the memorandum of understanding and the statement issued at the conclusion of the high-level meeting, and the necessary understandings were reached," Gharibabadi stated.
Earlier, Mohammad Ghalibaf, Iran's chief negotiator, announced that an agreement had been reached with the United States concerning the release of $12 billion in frozen Iranian assets. US President Donald Trump indicated that these funds would be specifically allocated for the purchase of American agricultural products. "We're doing very well in terms of negotiating a fair and reasonable deal," Trump remarked from the Oval Office. He further elaborated, "Money that's being unfrozen is going to be used to buy food, and the food is going to be bought exclusively through the United States from our farmers, and corn, soybeans, all of the things they need are going to be bought from our farmers."
Significant Shift in US Policy
In a related development, the US Department of the Treasury has issued a 60-day waiver, which will permit Iran to sell its oil and petrochemical products. This represents a notable shift in US policy, particularly concerning sanctions on Iran's oil industry. For an extended period, Iran managed to sell its oil despite sanctions, often at a significant discount, due to concerns among buyer nations about potential US repercussions. This new waiver could enable Iran to sell its oil at full market price, potentially injecting hundreds of millions of dollars into the Iranian economy.
However, US officials have underscored that Iran must continue to meet specific benchmarks for other sanctions to be lifted. This policy reversal is considered significant, as it could provide substantial economic relief to Iran while also serving as a confidence-building measure in the broader diplomatic process.
Strait of Hormuz and Maritime Security
Regarding the Strait of Hormuz, a critical maritime passage through which approximately one-fifth of global energy exports transit, Tehran has committed to establishing a communication channel with the United States to ensure safe passage. However, Ghalibaf, who also serves as Iran's parliament speaker, emphasized that the operational status of the waterway would not revert to its pre-conflict conditions. "Everybody should know that the administration of the Strait will never return to the way it was before the war; of course, we will fully comply with international law," the Iranian top negotiator stated while returning from the Swiss talks.
Prior to these diplomatic advancements, Tehran had asserted control over the narrow strait, at times by attacking or threatening vessels attempting transit. This action was part of its response to the broader US-Israel war on Iran. The agreement to establish a line of communication aims to mitigate potential confrontations and ensure maritime security, while Iran maintains its stance on the altered operational dynamics of the strait.
